11 - The importance of civil society and the media in strengthening security (panel)




          The debate aims to address current and relevant topics, filtered through the key concept of the current National Defence Strategy, that of  “societal resilience”.
         
          From this perspective, the issues analysed involve an expansion of the scope of the concepts from the National Defence Strategy, treating security as a subjective social construct based on the perception of certain objective aspects. Following the debate with the invited experts, we aim to map hybrid threats to national security, primarily perceived through the lens of societal security. By societal security, we understand how profound effects are produced on society, under the current conditions of conflict development in the extended area of interest, technological advancements, and the corresponding doctrinal and operational changes, affecting or even altering various forms of security.
 

Topics of debate:

 
  • societal security, hybrid threats and resilience to threats;
  • ways to enhance societal resilience by creating awareness of security-related issues;
  • security culture;
  • strategic communication;
  • combating hostile narratives and the ways in which they infiltrate society through traditional media and new media (social networks);
  • searching for appropriate ways to:
    • raise awareness of hybrid threats;
    • analyze the possibilities for training/preparing the optimal response to this type of threats;
    • strengthen the security culture by enhancing civil societyțs trust in the military.
