Prof. Mihail E. IONESCU, PhD is the Director of the Institute for Political Studies of Defence and Military History. He was Head of NATO/EU Integration Directorate, at the Ministry of National Defence, between 1997 and 2000 and Director of the “Elie Wiesel” National Institute for the Study of the Holocaust in Romania between 2005 and 2012. He is member in several international professional associations including the International Commission of Military History and the Partnership for Peace Consortium of Defense Academies and Security Studies Institutes. He completed his Doctorate studies at the University of Bucharest and is a Major General (r.) of the Romanian Armed Forces.
Brigadier General Corneliu POSTU was appointed Director of ROU Defence Staff in November 2017. His previous commanding positions include Assistant Director of Defence Staff, Chief of General Staff secretariat, Staff Officer of the Air Component Command, Izmir, Turkey. He graduated from the National Defence University, holds a Master’s degree in the Diplomacy of Defence, completed two postgraduate courses at the National Defence College, Bucharest, namely “Security and Good Governance” and “National Security Issues”, and two other courses at the Air Command Component, Izmir, Turkey, one in Command and Control and the other in Operational Planning.
Colonel (r.) Petre OTU, PhD is Deputy Director and Scientific Researcher I at the Institute for Political Studies of Defence and Military History and Professor at the University of Pitești. He has a PhD in History and is Chairman of the Romanian Military History Committee. Mr Otu is specialised in geopolitics, national and international security and Romania’s modern and contemporary history.
Ion GIURCĂ, PhD is Professor at the “Carol I” National Defence University and the “Hyperion” University. He has a BA in Military Science from the Military Academy (the “Carol I” National Defence University nowadays), Bucharest, and one in History from the University of Bucharest. He is specialised in leading students in writing their BA and PhD degree papers.
Professor Constantin HLIHOR is a researcher with a special interest in the history of the 20th century, geopolitics and the history of international relations. He holds an honorary degree from the Ovidius University of Constanța. Mr Hlihor is Professor and Dean of the Faculty of History of the “Dimitrie Cantemir” Christian University.
He is the author of 17 books and more than 150 articles and studies. His most recent books are Romania and the geopolitical shocks of the Cold War (2016) and Revolution and Transition to Romanians in a Short Century: 1918-1989 (2017).
Prof. Hlihor is a member of the ENRS Academic Council.

Colonel Florin ȘPERLEA, PhD is the editor-in-chief of the “Observatorul Militar” (Military Observer) weekly journal, the main publication of the Romanian Ministry of National Defence. He started his career in the military press in 1997, and between 2004 and 2008 he was editor-in-chief of Document, the journal of the National Military Archives. He holds a PhD since 2003, from the Faculty of History of the University of Bucharest, with a thesis on the sovietisation of the Romanian Armed Forces between 1948-1955. During 2007-2008, he was a visiting scholar at the Center for Russian, East European & Eurasian Studies, CREEES, Stanford University, USA. He has written numerous history books and is an Associate Professor at the Land Forces Academy in Sibiu, where he teaches the Military History of Romanians.
